  • The 1-mill bond issue would allow the Library to make significant improvements to all branches, except for Main Library. (Many public spaces at Main Library were updated in 2019.)
  • The bond issue would also address the needs of growing and underinvested communities, such as building a new branch in Southwest Lucas County and North Toledo (a new Washington Branch).
  • It has been nearly 30 years since the Library asked taxpayers to consider a bond issue, proving that the organization has maximized and cared well for public investments.
  • The Library is a National Medal Winner for its outstanding services and recently received a 91% overall satisfaction rating from 5,000 surveyed community members.

TLCPL Facilities Master Plan

The Library’s Facilities Master Plan, updated and Board-approved in January 2020, guides all decisions about how to allocate taxpayer dollars most effectively to maintain and improve TLCPL’s 20 buildings.

The plan was developed in partnership with HBM Architects, a firm specializing in library design. Their recommendations were based on interviews with Library staff, agency questionnaires completed by branch managers, observations by the HBM team during site visits, building sizes, target user groups, circulation statistics, collection trends, customer visit statistics, neighborhood demographics and needs, and building usage. 

A spring 2024 survey provided additional, direct community input indicating support for: expanding the Library’s footprint into places where population growth has outpaced current Library capacity; a desire to upgrade and expand branches in key neighborhoods to ensure accessible and equitable Library services and amenities throughout the system; more meeting and study rooms; and continued improvement for technology access.

The Facilities Master Plan, along with a comprehensive accessibility study and additional survey information and data, addresses current conditions while positioning the Library to continue to meet changing community needs through reconfiguration, renovation, expansion, and the potential replacement of existing facilities with new construction as follows:
